Absolutely!

Use the digital audio out from your sound card and plug it into your receiver. Music files at 330 kbs should sound about as good as a CD on your system.

If your PC doesn’t have a digital audio output, you can use an add-on sound card for pretty cheap these days.

Wondering if we buy a surround sound system does it work the same as a home theatre system?

No major difference.
Popular Home Theater systems/Surround Sound systems contains 5 speakers and 1 sub woofer (a.k.a. 5.1) or higher configurations like 6.1, 7.1
(Configuration starts from 2.1 to 3.1, 4.1, 5.1, 6.1, 7.1, etc…)
And speaker arrangements are L, R, RL, RR, C, Woofer or more.

The term “Surround Sound” means sound reproduced in all dynamic environment.
Some major surround sound formats are originates from Dolby Digital, DTS, etc…
